The 2nd edition of Schedule of Powers(SOP) Book-2013 was released by Shri ASHOK KUMAR MITAL, General Manager, South Western Railway in a simple function held in General Manager’s Office Conference Hall, Club Road, Hubli recently,in the presence of Shri S.S. Narayanan, Principal Chief Engineer, SWR,Shri N.C. Sinha, Chief Operations Manager, SWR, Shri U. Krishna Murthy, Senior Deputy General Manager, SWR & Shri C.S. Gupta, Deputy General Manager(General). This Booklet was brought out by the office of the Deputy General Manager(General), SWR, Hubli, in co-ordination with Financial Advisor & Chief Accounts Officer and other Principal Heads of Departments and their respective departments’ officers and staff of SWR.


Speaking on the occasion, Shri Ashok Kumar Mital, General Manager, SWR said this was the 2nd edition of Schedule of Powers(SOP) Book of South Western Railway-2013.He said the last edition of Schedule of Powers was printed and issued in April, 2008.Since then 39 numbers of correction slips have been issued.Issue of these correction slips and further delegation of powers by Railway Board to Zonal Railways has necessitated issue of a revised edition of Schedule of Powers, Shri Mital added.


Shri Ashok Kumar Mital further stated that the delegation of powers in this schedule have been made with due regard to the need for giving adequate authority to various levels of hierarchy in the interest of effective administration.He said this Schedule of Powers Bookconsists of six parts and contains the information about rules, procedures and delegation of powers to the officers from Principal Head of the Department to an Assistant Scale Officer in SWR on different subjects viz., Works Matters for Engineering Department, Medical matters for Medical Department, Stores matters for Stores Dept., Commercial, Establishment and Miscellaneous matters, besides powers of General Manager on various subjects assignedby Railway Board, he said.Shri Mital also saidexercise of these powers is subject to the provision of the relevant code rules, orders or instructions issued by the Railway Board from time to time and observance of the Cannons of Financial Property. He also said that this revised schedule of powers book is in supersession to previous SOP and shall come into force with immediate effect. Shri A.K. Mital acknowledged the hard work and sincere efforts of the Officers and staff in preparation of this document.He hoped that this document would streamline administrative decision making on South Western Railway.


Later, Shri A.K. Mital has also released SWR’s Gazette-Volume-II Bi-Monthly Book of March-April, 2013 Issue on the occasion.
